On or before 2:00 p.m. Local Time, Tuesday, April 21st, 2015.
Tenders will be opened publicly immediately thereafter in the
committee room of the Civic Centre.
This contract is for the reconstruction of Highway 11/71 from
Wright Ave. to York Ave., Phair Ave. from Third St. East to Sixth St.
East, and Nelson St. from Butler Ave. 100 meters easterly. The
contract includes watermain, sanitary sewer, new hydrants and
valves, storm sewer, earth excavation, granular ‘A’ & ‘B’, concrete
sidewalk, curb and gutter, and hot mix paving.
Plans and contract documents may be obtained from the office of
Hatch Mott MacDonald and/or at the Town Hall – Information Desk,
320 Portage Avenue, Fort Frances, Ontario and will be available for
viewing at the Thunder Bay and Winnipeg Construction
Associations. A mandatory site meeting for all General Contractors
will be held in Fort Frances on Wednesday, April 15th, 2015 at 1:00
p.m. (CST).
Lowest or any Tender not necessarily accepted. The Town of Fort
Frances reserves the right to reject any or all bids, to waive
irregularities and informalities therein, and to award the Contract in
the best interest of the Town in its sole and unfettered discretion.
The accepted tender must be approved by Council.
Drawings and specifications will be ready for pick-up on
Tuesday, March 31st for a non-refundable charge of $50.00 will be
made for each set. Cheques shall be made payable to Hatch Mott
MacDonald Ltd. A Bid Bond or Certified Cheque in the amount of
10% of the Contract Price made payable to the Corporation of the
Town of Fort Frances shall accompany each Tender. A 100%
Performance Bond and 25% Labour and Material Bond shall be
provided prior to Contract Award.

CLASS ENVIRONMENTAL ASSESSMENT
FOR THE REHABILITATION OF
BOULEVARD LAKE DAM
NOTICE OF COMPLETION
THE PROJECT:
The City of Thunder Bay is proposing to rehabilitate the Boulevard
Lake Dam to extend its service life, improve accessibility,
aesthetics, and operations. The proposed work includes post
tensioned anchors, extensive concrete rehabilitation, deck
widening, aluminum railing system, precast concrete footbridge,
approach work, new weir gates and drain valves, and lighting.
Following receipt of approvals, two stage construction will occur
between June 15 – October 31, 2015, and June 15 – October 31,
2016. During construction, the dam will not be accessible to the
public, except for the Triathlon in 2016.
ENVIRONMENTAL ASSESSMENT PROCESS:
The project is being conducted in compliance with the Schedule B
of the Municipal Class Environmental Assessment which is
approved under the Ontario Environmental Assessment Act. The
Class EA process includes public and review agency consultation,
an evaluation of alternatives, an assessment of potential
environmental impacts of the proposed improvements, and
identification of reasonable measures to mitigate potential adverse
impacts. Subject to comments received as a result of this Notice,
and receipt of necessary approvals, the City of Thunder Bay
intends to proceed with the construction of this project.

Interested persons should provide comment to JML Engineering
within 30 days from the date of this Notice.
If concerns arise regarding this project, which cannot be resolved
in discussion with JML Engineering, a person or party may request
that the Minister of the Environment make an order for the project
to comply with Part II of the Environmental Assessment Act
(referred to as Part II Order), which addresses individual
environmental assessments. Requests must be received by the
Minister at the address below within 30 calendar days of this
Notice. A copy of the request must also be sent to the consulting
engineers at the above address. If there is no request received by
April 23, 2015, the project will proceed as planned.
