CLASS ENVIRONMENTAL ASSESSMENT
FOR THE REHABILITATION OF
BOULEVARD LAKE DAM
NOTICE OF COMPLETION
THE PROJECT:
The City of Thunder Bay is proposing to rehabilitate the Boulevard
Lake Dam to extend its service life, improve accessibility,
aesthetics, and operations. The proposed work includes post
tensioned anchors, extensive concrete rehabilitation, deck
widening, aluminum railing system, precast concrete footbridge,
approach work, new weir gates and drain valves, and lighting.
Following receipt of approvals, two stage construction will occur
between June 15 – October 31, 2015, and June 15 – October 31,
2016. During construction, the dam will not be accessible to the
public, except for the Triathlon in 2016.
ENVIRONMENTAL ASSESSMENT PROCESS:
The project is being conducted in compliance with the Schedule B
of the Municipal Class Environmental Assessment which is
approved under the Ontario Environmental Assessment Act. The
Class EA process includes public and review agency consultation,
an evaluation of alternatives, an assessment of potential
environmental impacts of the proposed improvements, and
identification of reasonable measures to mitigate potential adverse
impacts. Subject to comments received as a result of this Notice,
and receipt of necessary approvals, the City of Thunder Bay
intends to proceed with the construction of this project.

Interested persons should provide comment to JML Engineering
within 30 days from the date of this Notice.
If concerns arise regarding this project, which cannot be resolved
in discussion with JML Engineering, a person or party may request
that the Minister of the Environment make an order for the project
to comply with Part II of the Environmental Assessment Act
(referred to as Part II Order), which addresses individual
environmental assessments. Requests must be received by the
Minister at the address below within 30 calendar days of this
Notice. A copy of the request must also be sent to the consulting
engineers at the above address. If there is no request received by
April 23, 2015, the project will proceed as planned.

BOULEVARD LAKE DAM REHABILITATION
COTB PROJECT NO. 14-2015

Sealed tenders for the Boulevard Lake Dam Rehabilitation
will be received by the Manager - Supply Management, The
Corporation of the City of Thunder Bay, Main Floor,
Victoriaville Civic Centre, 111 S. Syndicate Avenue, Thunder
Bay, Ontario, P7C 5K4 up to but not later than:

12:00 noon, Local Time

The tenders will be opened and read publicly at 1:30 p.m. the
same day in the Supply Management Office, Board Room,
Victoriaville Civic Centre.

Phased over two (2) years, the work involves post tensioned
anchors, extensive concrete rehabilitation, deck widening,

All bidders are required to attend a MANDATORY SITE
MEETING at 1:30 p.m. on Tuesday, March 31, 2015 starting
at the Powerhouse near the north end of the Dam. Bidders
failing to register with the Consultant at this meeting will have
their bid disqualified.

Tenders shall be accompanied by a BID BOND in the amount
of 10% of the Total Tender Price and an AGREEMENT TO
BOND form. Lump Sum and Unit Prices are required. The
Successful tenderer will be required to post a one hundred
percent (100%) PERFORMANCE BOND and a fifty percent
(50%) LABOUR AND MATERIALS BOND.

Tender documents are available from the Consultant at 105
Villa Street - 2nd Floor on Tuesday, March 24, 2015 after 1:00
pm upon receipt of a non-refundable deposit cheque in the
amount of $125.00 per set made payable to JML Engineering
Ltd. Two sets of contract documents are also available for

The work of the Contract includes final grading and capping of the
existing Penn Lake Road Landfill Site, improvements at the Penn
Lake Landfill Transload Facility, grading and surfacing
improvements to a portion of the Camp 19 Road that accesses the
new Marathon Municipal Landfill site (MML site), site works,
clearing, excavation and grading of the new MML site, construction
of a new maintenance/storage building at the new MML site,
including electrical and mechanical works, supply and installation of
a new pre-engineered scale facility at the new MML site, and
installation of site electrical works and lighting at the new MML site.
As per the specifications of the Contract, a tender deposit must be
