Hydro delivery rates are up again

Just got my hydro bill and guess what? As of Jan. 1 higher delivery rates will occur which reflect an increase of 3.5 per cent. Why? Could it be that the government is again gouging us to pay for the two gas plants they cancelled in southern Ontario and denying the Thunder Bay hydro generating plant conversion?
Hydro One, in this bill, states that it is “wholly owned by the Province of Ontario. In 2011, we paid $168 million in dividends to the province.”
If they are getting dividends then this should be reflected by lower rates, not an increase.
